Expressions of Interest

 

This request for Expressions of Interest follows the General Procurement Notice for this Project that appeared in Development Business No. WB1654-06/12 of June 26, 2012.

 

The Government of Albania has received,   financing from the World Bank toward the cost of the "   Improved Natural Resources Management Project (INRMP), through a grant from the Swedish Government,   and intends to apply part of the proceeds for consulting services.

 

The consulting services ("the Services") include preparation of the Environmental Services Project   and   undertake all the necessary technical, institutional, financial, economic, social, and environmental analyses, and to complete all the documentation, in accordance with Swedish, GEF and World Bank standards and criteria.   The Consultant Company will carry out the following tasks:  

 

  • Familiarize themselves with the status, trends and institutional capacity for the sustainable management of natural resource in hilly, erosion prone areas in Albania;
  • Undertake detailed preparation of the project components;
  • Complete the Social Assessment (SA) and Process Framework (PF);
  • Complete the Environmental Management Framework (EMF) with sample Environmental Assessment and Management Plan (EA/EMP);
  • Undertake public consultations and disclose relevant documentation and information;
  • Undertake the necessary financial and economic, and incremental cost analyses;
  • Prepare a monitoring and evaluation plan;
  • Complete a sustainability analysis;
  • Prepare a Project Implementation Plan (PIP);
  • Provide inputs and suggestions to the World Bank for the Project Appraisal Document (PAD) (including maps) in accordance with the World Bank's operational directives, standards and guidelines of the World Bank's Appraisal Document;

 

The implementation period of these services will be 4 months.

 

The "   Improved Natural Resources Management Project" (INRMP)/ Ministry of Environment, Forests and Water Administration (MEFWA)   now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: The Consultant Company should have expertise and experience in the following areas: (i) natural resource management, including forest management, afforestation and forest fire, rangeland and pasture management and income-generating activities from sustainable community based natural resource use; (ii) community development; (iii) environmental assessment, (iv) social science and social development skills including social analysis, quantitative and qualitative data collection skills, strong ability to translate results of social analysis into operational recommendations; (v) institutional and legal expertise; (vi) economic and financial analyses; (vii) experience with World Bank financed projects; (viii) in depth knowledge of EU programs and support to pre-accession and accession countries, and EU programs for member states including (IPA, IPARD, the rural development programs including the LEADER approach; (ix) detailed understanding of the country's context, trends and issues in the natural resource management sector; and (x) strong monitoring and evaluation (M&E) skills.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers     issued on January 2011,       ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the "   Quality and Cost Based Selection"(QCBS)     method     set out in the Consultant Guidelines.
